Our government has enough problems right now and isn't exactly efficient at anything, sad to say. Let the entrepreneurs compete or team together or whatever, but I don't think this is a job for NASA. Not saying we shouldn't have NASA, nor that we shouldn't fund it, but we need to fix this debt mess. I see no point in returning to the moon at all. Been there, done that. Why waste the money? If people like Richard Branson want to fund their own projects, fine, but the country is sinking in debt and we keep throwing money at NASA. That's probably why 'Deception Point' is one of my fave books by Dan Brown. It's kinda anti-NASA too.
